The first personal income tax was imposed on August 5, 1861, as part of the Revenue Act of 1861 to help pay for the Civil War. The income tax provision was repealed by the Revenue Act of 1862 which replaced the flat rate with a progressive scale. Then in 1872, the temporary Civil War income tax was repealed. On February 3, 1913, the 16th Amendment was ratified authorizing the Federal government to collect income tax from both individuals and corporations. The Internal Revenue Service (IRS) is the bureau of the Treasury Department that is responsible for tax collections.
